Most of the universities in Dubai are located at Knowledge village which has the following website:- http://www.kv.ae/en/default.asp 

It has a program search tool which lets you select your area of study e.g economics, business administration, liberal arts etc. And you can also choose the program you wish to pursue e.g bachelors, diploma, associate etc.

The website also offers information on immigration and visa regulation.

Scholarships and loans are awarded by the universities- so you should apply directly. There are private scholar ships awarded by the sheikh's etc but most are for UAE nationals or residents.

The American university of Dubai and Sharjah have student exchange programs for a duration of one year. American university of Dubai and sharjah are not part of knowledge village, they have separate websites:

Generally the cost of education in the most prestigious private college (depends on your subject) can reach up to 10000 US dollars annually - this is a rough estimate and excludes accommodation.

I was looking at the internet for some information about universities in Dubai. I´m a first year student studying physiotherapy right now in The Netherlands.
