trouble with building manager

we are expats and have owned an apartment in Cyprus for 10 yrs.In that time we have seen the ruin of the building,attempts to contact the building manager unsuccessful the last 4 yrs.building rates are paid by only a few of the 20 apt owners .5 yrs ago when in Cyprus I rang to pay our building rates ,but requested to see the management book to see why the building was in such disrepair,and if i could have a receipt for our payment,neither was forthcoming.What legal chanels can I use to employ a new manager before the building colapses . help
