  • Im Jonald O. Caranguian, i am Electrical Engineer.
    I. OBJECTIVES

    Provide management and engineering functions for effective and efficient line, tool and equipment operation and maintenance, line construction, personnel development, housekeeping and other special services.

     To help trigger the development of the rural areas by providing efficient, reliable and safe power service to our consumers.
     To help extend power service to the most number of people within the coverage area.
     To help maintain the lowest reasonable power rate and justifiable expenses of the coop.

    II. MAIN JOB RESPONSIBILITIES

    A. Planning – so that objectives are achieved
     Forecast activities for line maintenance and operation
     Develop objectives for line maintenance and operation
     Develop action plans for line maintenance and operation
     Program activities for line maintenance and operation
     Scheduling and budgeting

    B. Organizing – to achieve efficient performance to be done
     Arrange activities
     Delegate responsibilities and authorities
     Develop harmonious relationship among the group

    C. Leading – influence associates to take effective action
     Make decisions
     Develop good/continuous communication
     Motivate associates
     Select, train and develop associates

    D. Controlling – assess and regulate the work in progress and to assess results secured
     Develop standards on every maintenance and operation activity
     Monitor activities
     Evaluate results of every activity
     Correct deficiencies for effective improvements
    III. ACTIVITIES

    A. Planning

    1. Study and understand objectives.
    2. Make weekly work schedule according to collected data.
    3. Arrange work schedules according to priorities and available resources.
    4. Make system and procedures with the associates.

    A. Organizing

    1. Make sure that work to be done is clearly understood and accepted by the associates
    2. Study individual capabilities of every associate.
    3. Grouping of work activities.
    4. Delegate responsibilities and authorities according to their capabilities.
    5. Call meetings and group discussions to improve harmonious relationship with and among associates for higher productivity.
    6. Arrange schedule according to the available monthly workforce.
    7. Apply system and procedures for every activity.

    B. Leading

    1. Develop credibility with the associates.
    2. Setting as an example in many ways in following company rules and regulations, and show capability of doing assigned work for the associates.
    3. Let associates understand by means of continuing communication and meetings so they can act effectively.
    4. Motivate associates by means of recognition and trust.
    5. Encourage associates to think and initiate required actions.
    6. Help provide training or skills upgrading for the associates.
    7. Evaluate team and individual performance within the group.

    C. Controlling

    1. Develop standards or criteria that are understand and attainable by the associates.
    2. Make sure that standards are timely measurable.
    3. Record results obtained by the associates.
    4. Evaluate results with the associates.
    5. Compare results against as planned or by criteria.
    6. Analyze results and correct deficiencies with the group for prompt action.
    7. Assess associates according to their skills and work performance.

    D. Line Operation

    1. Help provide SAFE power service
    a) Construct lines and check installed lines according to safety standards to prevent accidents, both for the side of the consumers or public and our personnel.
    b) Help educate and inform the public about electrical safety during the pre-membership meetings and newsletters.
    2. Help provide efficient power service
    a) Find ways and means to shorten reaction time on outages, complaints and requests.
    b) Find ways to reduce system losses
    • Conduct monthly meter audit of big loads kilowatt-hour meter
    • Conduct semi-annual infrared scanning and hot-spot correction
    • Conduct semi-annual three-phase line or load balancing
    • Close monitoring and audit of Right of Way clearing
    • Random checking of installed kilowatt-hour meters for possible pilferage

    3. Help provide reliable power service
    a) Improve voltage regulation an minimize voltage fluctuation
    • Conduct semi-annual power substation monitoring and maintenance
    1) Check insulating oil resistance
    2) Check actual load
    3) Conduct infra-red scanning on terminal contacts and insulators
    • Conduct semi-annual audit and load management for all installed distribution transformers.
    1) Replace under-loaded and overloaded distribution transformers
    2) Install additional distribution transformers if necessary
    3) Relocate distribution transformers on the load center
    • Initiate line upgrading on low voltage areas
    1) Reconductoring or replace existing line conductor with a bigger size or ampacity
    2) Upgrade service drop wires by installing secondary line.
    3) Upgrade secondary line by installing primary line so that a distribution transformer can be installed.
    4) Upgrade overloaded single-phase primary line to v-phase or two-phase primary line.
    5) Upgrade overloaded to v-phase or two-phase primary line to three-phase primary line.
    • Improve power factor by installing correct rating of distribution capacitors.
    • Install automatic voltage regulators if necessary.
    b) Lessen power interruptions
    • Conduct semi-annual power substation monitoring and maintenance
    • Conduct semi-annual audit and load management for all installed distribution transformers.
    • Conduct close monitoring and audit of Right of Way clearing
    • Implement an effective Preventive Maintenance Program (PMS) on all other electrical equipments installed such as:
    1) Automatic voltage regulators
    2) Three-phase and single-phase reclosers
    3) Fuse cut-outs
    4) Capacitors
    5) Instrument transformers (current and potential transformers)
    • Repair or replace damaged line and line equipment as soon as possible.

    E. Line Construction

    1. Help design distribution lines considering safety, economy and standards.
    2. Evaluate projects according to community impact and return of investment.

    F. Reporting

    1. Submit required report on or before agreed schedule.
    2. Maintain accurate and honest reporting.
    3. Initiate proper documentation.

    . TRANSFORMER OIL INSULATION TESTER OR DIE-ELECTRIC TESTER
    • Used to test or measure liquid insulation electrical resistance strength
    . MEGGER
    • Used to test or measure solid insulation electrical resistance strength up to 5,000 volts Direct Current (DC)
    . HIPOT TESTER
    • Used to test or measure solid insulation electrical resistance strength up to 80,000 volts Alternating Current (AC)
    . TRANFORMER TURNS RATIO TESTER (TTR)
    • Used to measure or check turns ratio between secondary and primary winding

    4. CAN OPERATE ELECTRONIC DISTRIBUTION LINE MONITORING EQUIPMENTS
    a) LOAD LOGGER/LOAD PROFILER
    • Used to collect or monitor distribution line current that can be edited in a computer with its software called Load Smart.
    • Can store data continuously up to five (5) days.
    • With programmable date and data reading time interval.
    b) INFRA-RED SCANNER
    • Used to monitor terminal and connector loss contacts that result to high line current and will add to system’s loss.
    • Used to monitor hot spots like over loaded conductors and transformers.
