Visa refusal (black listed)

Hi, plz guide me;
I am from pakistan and have been hired by an oil producing company. The company had once applied for my visa which was refused with the reason that I am black listed. While I have never travelled out of pakistan how can I be black listed. Any one please advise what should I do to resolve this issue. Can this issue be resolved??? The company has again applied for the visa, will it succeed to get me visa??
Please comment/advise.
