Hi, I propped up my new bicycle in the ground floor hallway (so that it is not in anyone's way and so that it doesn't deter access). It is locked and not touching the banisters. My neighbour complained because it doesn't look good and when I told him I had no other solution, he said it is "not allowed," is this true?
