transit in Hungary, via Russia

please, can you let me know -whatis going about visa if I am going to Russia , by train through Budapest, and have a free time in Budapest about 4 hours?Do I need visa(I am Serb), what kind of visa, and is it refundable, 'cause I am only in transit?Thanks, Alex
