I don't who wrote this but I have been living here, a non EU national, for 10 years, and this is inconsistent, and, in parts, simply wrong. For one thing the bilhete de indentidade has long since disappeared even for citizens. And also 6 months to apply for residency?! You can actually be here as tourist for 9 months (informing SEF every 3), so why would you need to apply for residency in 6?
