The tips are the same as with learning any other foreign language - read, listen as much as you can, go to Russia when you have achieved a certain level of proficiency and talk to native speakers.also, you could take an online course in Russian or try to find someone to talk to online. as for the list of Russian language schools, sorry, I don´t really know any, never had to go there myself
but I heard that almost all universities offer such courses, try getting in contact with them
