administration orders in sectional title schemes

I am interested in purchasing into a sectional title scheme which may be placed under adminsistration in due course. Apparently it has no reserves, the municipality is owed about R40 000 in arrears and an owner has justifiably questioned certain financial irregularities which the mamaging agent is reluctant to answer.
