Housing costs in Montreal??

   My sister-in-law and her husband (both French) are moving to Montreal for a year, starting in July. They are looking at renting a three bedroom house in the Terrebonne neighborhood for $1,400 (CAD) per month, plus $400 for electricity/water, and $100 for internet. Do these prices seem reasonable? 
 
 Also, the owner is telling them they'll have to pay a one time fee of $6,000 for the yearly housing tax....is this normal for rentals in Canada?

     yes (house) and no (services)think of it this way; a bachelor apartment may go for at least $600 per month. Houses... at least $1,200.

     Housing costs, housing market, home-finding supportTo power and heat a full 3 bedroom home in Montreal will const you $250-400 a month depending on time of year and rate of consumption...so the fee they are charging you is slightly high for a year-round charge. 
 
 $1,400/month for a full 3 bedroom house, which is in relatively good shape in a proper neighbourhood sounds like fair market charge.
 
 $100/month for internet is a high charge, unless it also includes cable television and local phone use.
 
 
 NOW, about this so-called housing tax. No, it is absolutely abnormal for an owner to expect a tenant to assume this cost. I would try and negotiate this stipulation out of the agreement.
