US IRS lien against bank account in Hungary

• Can the IRS attach a lien against a bank account I have in Hungary?
  
  In case you want to know. I was born in Hungary. After my divorce (no child support etc, kids thru college) I moved back to Hungary. Have been working up to $1,000/mo there (wages and costs are low), IRS assumed I keep living in Santa Barbara and simply assumed I make the average income for Santa Barbara, $5,000/mo, then filed liens against me. Oh crap.

  Very unlikely they will be able to get to a Hungarian bank account (or even be able to know you have one).
