is it legal to work on a visit visa

Hello!
I am from India and have got a job offer from a company in Dubai. Since the employer want to get me on board asap they are asking me to come to dubai on a visit visa and then they'll apply for my work permit simultaeously. I am a little confused as to would it be legal to work under such circumstances or should i ask them to get a work permit no matter how much time it takes. What could be the consequences of working in a visit visa & once i am there in dubai on a visit visa, to get the work permit, do i have to make an exit to India to accept the working visa and then go to dubai or there'll be no exit at all??
