building a house HELP!

• my husband and i met when we were teaching english in japan and now we are both permanent residents. we squirreled away enough money to buy some property somehow, and now we want to build a house. does anyone know how to do this? once we get the property, do we need permits? is this even a good idea? we´re excited to try but totally clueless (lived in apartments for too long ) ... (btw our japanese is very good)

  STEP 1: Visit city hall and see what they tell you about certifications and whatnot.
  
  Have you thought about getting a property lawyer. Or at least talking to one? might be a good option.
