i want to buy a business in madina but i don't know how to get a work visa before entering to Madian

I want to buy a business in Madinah S.A, i heard that people can get some kind of work visa and then visit Saudi arabia, there they can convert that visa to suit their requirement. once i get the visa and get there i can buy a busines to stay there. can some one tell me the right way to get there. (but not the umera visa,)
