Dependent visa.

• Hi,
  
  I am an Indian National on Husband's visa in the UAE(Dubai) and my husband is currently a student in UK. He recently left for UK and looked for a place to stay for both of us.
  
  I want to apply for a dependent visa, but the VFS here says that my husband has to be present in Dubai when I apply for this visa. Is that necessary? Can I not apply on my own for a dependent visa.
  
  Please advise.
