How long is my minimum duration of living in the uk before my wife can apply dependent visa?

I am from china, a work permit holder, and have been the uk for three monthes. I miss my famile very much. Could somebody tell me how long I should live here for before my wife and my child can apply dependent visa. Are there other essential conditions for the application, e.g. finance?
