  I can't figure out how to connect to the "operator" so i can ask to call collect??

  how do you make a collect call to ottawa canada ?
  and do government offices except collect calls?
  all i want to do is speak to a person. not a computer recording. press 1 press 2 and so one. and then you get no on. after 4 min. and then you go through the same process over. help me!
