About studying in Bulgaria

Hello! I'm a foreigner from Syria and I'd like to start studying university in Bulgaria. Is it free to study in Bulgarian universities if I learned the language and became fluent?
What's the chronology of events i should focus on to plan going there and how?
Can you please tell me about the babysteps I should take to get my way to Bulgaria, and I'd be deeply deeply thankful!
