Temporary Foreign Worker Program

Securing a job in Canada as an expat

If you’re moving to Canada and looking for a job, then the Canadian Temporary Foreign Worker Program (TFWP) may really help. Under the program, Canadian employers must hire foreign workers if they cannot find Canadian citizens to fill employment and/or skills shortages. As the program covers many occupations and skill-levels, almost anyone is eligible to apply. It could also be a great pathway to getting a permanent job.

Background to the TFWP

The TFWP provides a way in which employers can fill genuine labour shortages with foreign workers. It is a really great opportunity for those moving to Canada, from any country, to find work across a whole variety of job sectors. It could also be a good way to get a permanent job, as according to Citizenship and Immigration Canada (CIC): ‘in 2011, more than 29,000 temporary foreign workers made the transition to permanent status’.

Labour Market Impact Assessment (LMIA)

For employers to be a part of the program, and to consequently hire foreign citizens, they must first obtain a positive LMIA . This assessment, done by the Canadian government, will essentially determine whether or not hiring a foreign worker will have a positive or neutral impact on the Canadian job market. Once an employer achieves a positive LMIA, foreigners can be considered for a job. Remember, you will only be considered if a Canadian national cannot fill the position.

How to apply

Firstly, find out if you need a work permit to work in Canada  (in most cases a work permit is required). Once you have this confirmed, you can be entered into the TFWP job pool. Then, if a position cannot be filled by a Canadian citizen, the employer is required to advertise directly to the TFWP pool (as part of the TFWP policy). You will then be considered for the job through a standard application process. In other words, as long as your skills and expertise match those required for a particular position then you will be considered accordingly.

Fast-track your visa application

One of the most attractive benefits of the scheme for expats is that your visa application will be given priority. If you are offered a job through the TFWP, under the Global Skills Act (2012), your visa could be processed within just 2 weeks!

Although your application will be fast-tracked, the actual process can often be confusing. Read our Canada Visa & Permits guide for an introduction to the process.
