Has Qatar joined the GCC in terms of giving benefits/priviledges to GCC members?

I have recently heard that all the GCC member countries have decided to grant the same benefits to eachother's citizens. For example, public education, the right to own property, the right to open businesses, etc. Is this true? Can a Saudi put his kids in public school in Qatar, buy property, or open a business?
