Why is it so hard to make friends in Switzerland?

We have moved with our family and worked in many countries. It normally takes about 2 years to settle and start to gain some real friends. To meet local people you have to join local organisations - I'm considering a position in Switzerland and looking forward to working in a new culture. The responsibility is your - you have to move yourself.
