fiance visa

• Hi i am getting married to a russian girl, i am south african, i need to pay a deportation fee or R3410 for a guarantee then fax the russian south african embassy the reciept with my fiance letter. The embassy in russia does not want to accept my reciept they tell me the home affairs in cape town are wrong. And i should pay 2000 dollars. Can any one help me in this regard, i am confused and do not know who is right or wrong, i personally think that the home affairs in cape town word fron a standard list and it is about the amount of a single plain ticket back to russia, R12 000 or 2000 dollars sounds a bit much for me.
